He practiced law in Altoona, Iowa and was the city attorney for the cities of Altoona and Pleasant Hill, Iowa. Skinner was a Democrat who served in the Iowa House of Representatives from 1969 to 1973. He died in Des Moines, Iowa.

Jules Destrée (French: [dɛstʁe]; Marcinelle, 21 August 1863 – Brussels, 3 January 1936) was a Walloon lawyer, cultural critic and socialist politician. The trials subsequent to the strikes of 1886 determined his commitment within the Belgian Labour Party. He wrote a Letter to the King in 1912, which is seen as the founding declaration of the Walloon movement. He is famous for his quote "Il n'y a pas de Belges" (There are no Belgians), pointing to the lack of patriotic feelings in Flemings and Walloons, while pleading for some kind of federal state.
Pierre Antoine Marie Chevalier (born 8 October 1952) is a Belgian politician and member of the Open Vlaamse Liberalen en Democraten (VLD). He is a former Secretary of State in the Belgian Federal Government and was elected to the Belgian Senate in 2003 by the Dutch electoral college. He studied Laws and Criminology at the University of Ghent before he became a lawyer. He became involved in politics early on, first as a Trotskyist, as a socialist later on, and since 1992 as a liberal. In October 2000, he was forced to resign as Secretary of State by Prime Minister Guy Verhofstadt, who is also a member of the VLD, after it became public that he had been named in a criminal investigation in Switzerland.
