Armand Apell (January 16, 1905 in Strasbourg, German Empire – July 3, 1990) was a French boxer. He competed in the 1928 Summer Olympics.
In 1928, Apell won the silver medal in the flyweight class after losing the final against Antal Kocsis.
Juliet Berto (16 January 1947 – 10 January 1990), born Annie Jamet, was a French actress, director and screenwriter.
A member of the same loose group of student radicals as Anne Wiazemsky, she first appeared in Jean-Luc Godard's Two or Three Things I Know About Her, and would go on to appear in many of Godard's subsequent films, including La Chinoise, Week End, Le Gai Savoir, and Vladimir et Rosa. She later became a muse for the French New Wave director Jacques Rivette, starring in Out 1 and Celine and Julie Go Boating.
In the 1980s, she became a screenwriter and film director. Her film Cap Canaille (1983) was entered into the 33rd Berlin International Film Festival. In 1987, she was a member of the jury at the 37th Berlin International Film Festival. She died of breast cancer six days before her 43rd birthday.
Robert Rudolph Balcena (August 1, 1925 – January 5, 1990) was an American professional baseball player. He played as an outfielder in Major League Baseball for the Cincinnati Redlegs during the 1956 season. He had two at-bats and scored two runs as a pinch runner.
Listed at 5 ft 7 in (1.70 m), 160 pounds (73 kg), Balcena batted right-handed and threw left-handed. He was born in San Pedro, California.
Prior to playing professional baseball, Balcena served in the Pacific Ocean theater of World War II with the United States Navy.Balcena became the first player of Asian American and Filipino ancestry to appear in a major league game. He had a long distinguished Triple-A career with the Seattle Rainiers as a center fielder in the 1950s; one paper described him as a "popular miniature dynamo of almost infallible perpetual motion" after his Rainier team won the 1955 Pacific Coast League title.He also played from 1952 through 1962 in the Minor Leagues, including stints with the Leones del Caracas and the Industriales de Valencia in the Venezuelan Professional Baseball League.
He batted .284 with 134 home run and 441 runs batted in in 1948 minor league games. In a VPBL two-season career, he posted a .306 average with five homers and 44 RBI in 87 games.
After his baseball career ended, he worked as a longshoreman in Seattle where he had played parts of four seasons in the minor leagues.Despite being the first Filipino-American to play in the major leagues, Balcena kept company with Slavs during his life. His union president told the Los Angeles Times that he was an "honorary Slav. He always r[a]n around with the San Pedro Slavs. He speaks Slav. He sings Slav." Outside of his professional career, he also played baseball with an amateur team of Yugoslav Americans.Balcena died in his hometown of San Pedro, California at the age of 64.

Bernard K. Akana (1920 or 1921 – April 12, 1990) was an American engineer and politician. He served as the Mayor of Hawaii County from 1988 until his death on April 12, 1990.Akana worked for the Hawaii Electric Light Company as a design planner before his retirement. He unsuccessfully ran as a perennial candidate for elected office on ten separate elections over the course of twenty years before being elected Mayor of Hawaii County in 1988.In 1988, Akana challenged incumbent Democratic Hawaii County Mayor Dante Carpenter in the mayoral election. Akana, a Republican, was considered a long shot candidate for the office. He "threw no fund-raisers, made no campaign promises, sought no union endorsements and spent only $1,660." However, on November 8, 1988, Akana pulled off an upset victory by unseating Carpenter in the election. He was sworn into office in 1988.
Akana died of stomach cancer while in office on April 12, 1990, in Hilo, Hawaii, at the age of 70. Akana's managing director, Larry Tanimoto, became acting Mayor of Hawaii upon his death. Tanimoto remained in office for eight months until a special mayoral election could be held to fill the remainder of Akana's term in office.Lorraine Inouye, a member of the Hawaii County Council, was elected to succeed Akana for the remainder of his term. She defeated her nearest rival, Stephen Yamashiro, by just 76 votes to become mayor.
William Wallace Reid Jr. (June 18, 1917 – February 28, 1990) was an American actor. The son of actors Dorothy Davenport and Wallace Reid Sr., he appeared in 10 films from 1920 to 1943, later becoming an architect. Reid was born in Los Angeles, California in 1917. At age 72, he died in nearby Santa Monica Bay when his home-built Rutan Long-EZ airplane crashed into the water during heavy fog.

He wrote on economic theory, history, and methodology, as well as on the application of Hermeneutics to economic thought, in order to interpret economic phenomena.
